Capital Improvement Projects

A Capital Improvement Project (CIP) is a project that helps maintain or improve a City asset, such as a water storage tank. The Utilities and Environmental Services Department manages all phases of design, construction, and inspection of CIPs related to water, wastewater, reuse water, stormwater (drainage), and recycling. 

Utilities Standard Products List

The SPL should not be interpreted as being a pre-approved list of products necessarily meeting the requirements for a given construction project. Engineers and Contractors should ensure any proposed SPL product meets all the requirements of the construction project.

Design Engineers

Design Engineers should confirm that products on the SPL meet their project needs. If the project requires products of different size, material, or design, seek approval from the City of Round Rock for substituted or alternative products.

Contractors

Contractors should confirm that construction contract documents allow for use of products on the SPL. If the product is not on the SPL, the contractor must submit manufacturer technical data sheets of sufficient detail to adequately describe the product or materials to be used for approval by the Engineer and the City.

New Product Consideration

Product and equipment manufacturers can request new products be included on the SPL by submitting a SPL Application. Each product request will require its own application submittal.  Applications must be complete and include all of the checklist items on page 2 of the form.  If any items cannot be provided or are not applicable, information shall be provided listing the reasons why it cannot be provided.

Products in use by the Utility are subject to ongoing consideration and evaluation by the Committee. When changes, deletions or additions become necessary and are approved, the product list will be revised and included in updates to the Standard Products List.

The Committee reserves the right to accept or deny any product or to rescind approval of any product on the Standard Products List if deemed necessary by the Committee.

Application Process

Complete an application for each individual product request.

Applications must be complete and include all of the checklist items on page 2 of the form.  If any items cannot be provided or are not applicable, the information shall be provided listing the reasons why it cannot be provided. 

The Standard Products List application should include an electronic copy and two hard copies. The application should be submitted to the following address:

Each product application will be reviewed by the Standard Products List Committee. Based on the Committee’s review of the application form, the Committee may request the following additional information:

  • Additional product information
  • Presentation by the manufacturer
  • Product samples
  • Test installation of the product. Field evaluation of the installation for up to one (1) year may be required to assess the performance of the product
  • Any other action the committee deems necessary to fully evaluate the product

A two-thirds majority vote is required to accept any new product. The Committee will advise the applicant of the decision regarding the product. If the product is accepted, it will be added to the appropriate Standard Products List. Updates to the Standard Products Lists (including additions and deletions of products and vendors, or changes to products descriptions) will be made on a semi-annual basis.

Products will be under constant evaluation as they are used in the water, reclaimed water, and wastewater systems. When changes, deletions or additions become necessary and are approved, the product list will be revised and included in updates to the Standard Products List.

Problems regarding accepted products may lead to a recommendation to rescind approval. The Standard Product List Committee retains the right to rescind approval of any product on the Standard Product List it is deemed necessary.

Active Water and Wastewater Projects

Water and Wastewater Utility Capital Improvement Projects consist of major water and wastewater repairs, replacements and the development or acquisition of new facilities. Funding for water and wastewater utility projects is from the sale of water and wastewater services, utility impact fees and the issuance of revenue bonds. Drainage Utility Projects consist of minor system capacity improvements and major channel, culvert or other stormwater system repairs. Funding for drainage projects comes from general government resources such as property tax, sales tax, the issuance of authorized bonds regional stormwater management funds. Below is a list of projects currently in progress.
