
The City of Round Rock is developing an integrated land use, transportation, and economic development Downtown Master Plan. Our vision for downtown is a thriving town center, beyond the two-block National Register Historic District, that features a viable mix of residential, commercial, retail, dining, entertainment and public space uses in a walkable environment that enhances Round Rock’s economy, quality of life, and sense of place.
The Downtown Master Plan will include the creation of an urban design vision for the area, land development regulations, public space development, guidance for transportation and utility infrastructure, steps for neighborhood preservation, and economic development strategies necessary to support the desired vision, and will establish a regulatory framework to guide future private investment. The regulations may vary significantly for different portions of the study area.

The City Council hired Torti Gallas and Partners at its Aug. 28, 2008, meeting as the lead consultant for the project. Here's a simple chart (PDF) that lays out the process and timeline for the master plan.
Draft plan
The Round Rock City Council and Planning and Zoning Commission held a joint work session on May 14, 2009, to consider a draft plan (PDF) and design guidelines (PDF). You can view the presentation on Round Rock Replay.
Public input
A week-long charrette was held Jan. 12-16 to gather public input for the plan. Here is the final presentation (PDF) from the charrette. Ongoing public input can be offered on our downtown project blog or by contacting Will Hampton, project manager, at 218-5409.
Project background
Consultants from Glatting Jackson spent three days in Round Rock in November 2007 to help the City define a scope of services needed for the Downtown Master Plan. The report (PDF) summarizes interviews with City Councilmembers, City staff, downtown business and property owners, as well as the results of a public meeting attended by more than 150 people.
The Round Rock City Council made the redevelopment of downtown one of its strategic priorities at its annual summer planning retreat in August 2007. The report (PDF) includes comments from Councilmembers who visited other cities to learn first-hand about the redevelopment of downtown areas.
Walkability expert Dan Burden conducted a walking audit of downtown in June 2007. His report (PDF) highlights some of the issues facing future development downtown, as well as notes the remarkable opportunity for placemaking in Round Rock.
