David Kautz has served as Assistant City Manager since January 2003. He has worked for the City since 1977, holding positions of Accountant, Assistant Finance Director, Director of Finance and Chief Financial Officer.
The Finance Human Resources Departments report directly to the Assistant City Manager. As one of two Assistant City Managers, Kautz is responsible for the daily operations of the City in the City Manager's absence.
Mr. Kautz holds a Bachelor of Business Administration degree from Southwestern University, attended the Southwest School of Municipal Finance at Texas Tech University and is a Certified Governmental Finance Officer.

Cindy Demers was appointed Round Rock’s second Assistant City Manager in October 2008. Demers has worked for the City since 1992, holding positions as accountant, and accounting manager. She was Finance Director from 2003 to 2008.
The Information Technology Department, Municipal Court and the Convention and Visitors Bureau report to Demers. As one of two Assistant City Managers, she is responsible for the daily operations of the City in the City Manager’s absence.
Ms. Demers holds a Masters of Business Administration from St. Edward’s University and Bachelor’s degree in Accounting. She is also a Certified Public Accountant. She is a graduate of Round Rock High School.
