Water service All City residential customers pay a service fee each month plus a standard rate per each 1,000 gallons of water used. The following rates, effective as of Jan. 1, 2010, apply to water billing.
Sewer service The maximum monthly charge for waste water service is based upon actual water consumption, or on the average monthly water consumption during the previous December, January, and February billing periods, whichever is lower. (Depending on your route, consumption used to calculate your wastewater average may come from usage in November, December, January, and February. Watch your bills to determine the approximate date on which your meter is read each month. Your wastewater average calculation will start on the day your meter is read in November and will end on the day your meter is read in February.) The following rates are effective as of Jan. 1, 2010.
Water and sewer rates The volume rate for water is $2.35 per 1,000 gallons from November through April. The volume rate for sewer is $3.23 per 1,000 gallons.
Connection fee City ordinance requires a connection fee of $25 to be collected for each new or transferred service. This amount will be reflected on your first billing.

Deposits will be refunded after a customer establishes a good payment history for 12 consecutive months.
Commercial deposits vary and are based on meter size. Those rates are available at the City of Round Rock Utility Billing Office during normal business hours.
Drainage utility fee The drainage utility fee considers the total area on a property covered by materials such as asphalt or concrete that affect the amount of water run off. How is my bill calculated?
Residential rate = $2.75 per dwelling unit
Non-residential rate = 95 cents per 1,000 square feet
Garbage service and recycling The City of Round Rock contracts for residential garbage disposal with Round Rock Refuse. For garbage or recycling pick-up issues, call (512) 255-4980.
Please have your garbage at the front curb by 7 a.m. You may use standard size garbage cans or heavy-duty plastic bags.
Garbage holiday schedule Round Rock's garbage service is provided by Round Rock Refuse. Their holidays are: Thanksgiving, Christmas and New Year's Day. Garbage is picked up on all other holidays.
Payment due dates Utility customers have sixteen days from the date the bill is mailed to pay the balance due on their account without penalty. The date payment is due is noted on each bill you receive. Any due date falling on a weekend or holiday will be extended to the following business day. Please be aware that payments not received by the due date are subject to a late fee. Late fees are assessed on the day after the due date. Late fees are 10% of the past due balance or $2.50, whichever is greater. Payment is accepted in the form of cash, check, money order, online or direct debit to banking account.
Service will be disconnected only if payment has not been received within 30 days following the date the bill was mailed to you. The amount past due plus a reconnect fee of $50 will be due in order to restore service. Same day restoration for payments received between 5 and 6 p.m. will be $75.
A residential customer over 60 years of age can apply in writing to waive late fees up to 25 days beyond original due date.
Reconnections Service reconnects for non-payment will only be available between the hours of 8 a.m. and 5 p.m. Monday through Friday. We do not offer after-hours reconnects to anyone whose service has been disconnected for non-payment.
The fee for after hours connections for new customers is an additional $75.
Re-reading meters The City charges $25 for additional trips to re-read meters. The fee will not be charged for additional trips caused by the City’s error.
Access to meters Plants or building structures that hinder or prevent the meter from being read is a violation of the new ordinance, and a fee will be charged for having to re-read the meter once the obstacle is removed.
