Who does what at the City
The City of Round Rock is divided into a number of departments that are responsible for different aspects of city government.
The Administration Department includes the City Council and the City Manager’s Office, as well as the City Clerk and Communication Division.
The City Attorney provides legal counsel to the City on a variety of issues.
The Finance Department manages all of the City’s financial activity. The Department produces the City’s annual operating budget.
The Fire Department provides emergency services to our population. Our Prevention Division works to educate citizens on personal and family safety. Our Rock Solid Safety Team works to get fire safety messages out to Round Rock children. The public can provide their contact information in our online emergency contact information system for emergency personnel to use should an emergency arise in their home or business
Human Resources Department
The Human Resources Department handles all hiring and staffing issues. It also includes the Safety and Risk Management Division.
The Inspection Services protect the health, safety and welfare of the general public by ensuring residential and commercial building standards are adhered to and all roadway and utility construction conforms to City codes and specifications. Residential and Commercial Building Inspections are part of the Planning and Development Services Department and Construction Inspection, including underground and roadway improvements, is part of the Transportation Department.
The Round Rock Public Library System provides the community with a variety of award-winning programs and services. Its extensive collection of books, DVDs, CDs and magazines is enhanced with an online catalog, remote access to more than 100 research databases, and adult education classes. For younger readers, the Library offers Story Time for all ages and the Summer Reading Program.
The Round Rock Municipal Court is the first level of the judicial branch of government and handles class C misdemeanors occurring in the territorial limits of the City of Round Rock.
Parks and Recreation
The Round Rock Parks and Recreation Department overseas the City’s extensive park system, the Clay Madsen Recreation Center, the Alan R. Bacca Center for Senior and Community Activities, athletic and aquatic programs, after-school programs, urban forestry, brush recycling, and rental facilities. It also conducts numerous special events.
Planning and Development Services
The Planning and Development Services Department consists of four divisions: The Planning Division implements the City Council’s development goals through adopted planning policy and also administers the city’s zoning, subdivision and historic preservation processes. The Development Services Division administers site development and engineering review for all development proposals. The Code Enforcement Division ensures properties are maintained in accordance with adopted nuisance codes, the Zoning Ordinance, and all other applicable City codes. The Building Permits and Inspections Division is responsible for processing building permits and inspections of all building construction. These divisions operate under the general direction provided for in the City Council’s adopted Development Philosophy.
The Police Department is responsible for the provision of public safety as well as enforcement of federal, state and city laws and ordinances. Round Rock’s Police Department embraces a community-policing model. Our department also participates in community programs such as Operation Blue Santa, National Night Out, and Police Explorers. Our Animal Control Unit is responsible for pet and animal issues. The Department provides monthly Neighborhood Crime Reports that detail police activity for many Round Rock neighborhoods.
A division of the Finance Department, the Purchasing Division handles purchase requests throughout the City and conducts requests for proposals and requests for bids. Vendors are encouraged to register their firm online with our vendor database.
The Transportation Department overseas the City’s transportation infrastructure, including streets, signs, traffic signals and City vehicles. Construction Inspection is also part of Transporation.
Utilities and Environmental Services
The Utilities and Environmental Services Department provides reliable and safe drinking water to our customers as well as stormwater, the Recycling Center, wastewater treatment plant, and conservation programs.
The Utility Billing Office, a division of the Finance Department, handles the billing for the City’s water, sewer and garbage services.
