Together, these two bodies are responsible for the formulation and communication of public policy to meet community needs, assure orderly development in the City, and provide for the general administration of the City.

Mayor and Council
The Mayor and six Council members, acting as the elected representatives of the citizens of Round Rock, formulate public policy to meet community needs and assure orderly development in the City.  The City Council appoints the City Manager, City Attorney, Municipal Court Judge and various citizen boards and commissions.  The City Council’s public policy activities include: adopting the City’s annual budget and establishing general objectives; reviewing and adopting all ordinances and resolutions; and approving purchases and contracts as prescribed by City Charter and State Law.

Office of the City Manager
The City Manager’s Office handles the general administration of the City and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council.  He oversees the day-to-day operation of the City by coordinating all City Department activities and functions.

Office of the City Clerk
The City Clerk is the records management officer of the City. The City Clerk attends all City Council meetings and keeps the minutes; maintains all official City records, including ordinances, resolutions, contracts, easements, and deeds; publishes and posts legal notices; monitors the terms and attendance of all Boards and Commissions of the City; and coordinates municipal elections.

Communications Division
The Communications Division develops internal and external communications and citizen participation initiatives. It handles media relations for most departments. The Communication Division manages City communication tools such as the City’s website and social media outlets; the monthly “News Flash” newsletter inserted in Utility Bills; video content, public service announcements and other programming for the City’s Government Access Channel and YouTube channel; e-newsletters; and the employee newsletter. The division also coordinates special events for downtown Round Rock and special event permits.

Neighborhood services
The Neighborhood Services Coordinator position assists in neighborhood outreach, a priority for the City Council.  The program is designed to accomplish the following goals:

  • Maintain property values
  • Increase code compliance
  • Create a sense of community
  • Increase the feeling of safety
  • Foster resident pride in their neighborhood
  • Encourage property upkeep and maintenance
  • Ensure smooth transitions between incoming and outgoing neighborhood leaders

Arts and Culture Office
The Arts and Culture Office implements the City's Arts and Culture Master Plan (PDF). The office supports the economic development of the community by adding value through the arts to downtown Round Rock and other areas. Arts and culture are important to quality of life, strong communities and creating a fun, interesting place to live for our residents.
