Police Chief Allen Banks names Richards new Assistant Chief

Seven additional officers newly promoted

On April 7, 2017, Round Rock Police Chief Allen Banks announced the promotion of James “Willie” Richards to Assistant Chief of Police. Richards who previously served as Commander of the Criminal Investigation Division has been with the Department for 21 years. He began his career as a Correctional Officer at the Del Valle Correctional Complex. Richards currently oversees Support Services for the Department.

In addition, Chief Banks announced several other promotions to the Department leadership staff. Justin Carmichael and Andrew McKinney were promoted to the rank of Commander. Carmichael, who has been with the Department since 2001, previously served as a Criminal Investigation Division Lieutenant. He now serves as Commander of the Criminal Investigation Division. McKinney, who has been with the Department since 2002, previously served as a Patrol Lieutenant. He now serves as Commander of the Patrol Division. Others promoted during the ceremony were Lieutenant Melissa Grubbs, Lieutenant Jimmy Keyes, Lieutenant Gregory Brunson, Sergeant Joseph Claypool and Sergeant Don Holland III.
