Unofficial results: Morgan, Ly, Ortega win election to City Council

Incumbents Craig Morgan, Michelle Ly and Frank Ortega were elected to Round Rock City Council Saturday evening, according to unofficial results from the Williamson and Travis County Elections offices. Propositions A and B, which were placed on the ballot by petition, were not approved by voters.

Ly ran unopposed for Place 1 while Ortega ran unopposed for Place 4. Incumbent Mayor Craig Morgan was reelected in a race against Kelly Hall, who was declared ineligible on April 9 but remained on the ballot.

Round Rock voters also considered two City Charter amendments on the ballot: Proposition A and Proposition B.

Proposition A proposed amending the City’s Charter to allow up to 12 privately owned, operated and funded freestanding, off-premise, double-faced electronic message centers along IH-35 and SH-45 within the City of Round Rock and its extraterritorial jurisdiction (ETJ). No new billboards are permitted in the City of Round Rock, as they are prohibited by ordinance.

Proposition B proposed amending the City’s Charter to require the Fire Department to meet NFPA 1710 staffing and response standards, with requirements phased in beginning in 2027 and becoming legally binding. The amendment also proposed waiving the City’s sovereign immunity, allowing lawsuits to enforce compliance.

The votes will be official after being canvassed by the City Council. A swearing in ceremony is expected to be scheduled for later this month.
