City of Round Rock welcomes new Human Resources Director

Sandra Duran recently joined the City of Round Rock as its Human Resources Director, following the retirement of Valerie Francois, who served in the role for more than a decade.

Duran brings extensive experience in human resources leadership, policy development and municipal operations. She joins the City with over 20 years of experience, most recently serving as Human Resources Director for the City of Kyle for 16 years. In this role, she established Kyle’s first-ever Human Resources Department, implemented Civil Service for the Kyle Police Department and developed key programs to support a growing workforce.

Prior to her tenure in Kyle, Duran held leadership positions with Omnilife USA, overseeing human resources operations for 15 distribution centers across the country and working with teams in 22 countries. She also served as Executive Team Leader in Human Resources for Target Corporation, where she managed staffing, performance development and succession planning for multiple locations.

Duran holds a Bachelor’s degree in International Business Administration and Spanish from Texas Lutheran University. She began her new role at the end of January and looks forward to collaborating with City leadership to strengthen employee programs and workplace initiatives.
