Title VI Policy
Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs and activities of any entity receiving federal financial assistance. Other related regulations prohibit discrimination based on sex, age, and disability.
Discrimination is any action or inaction, intentional or unintentional, through which a beneficiary, solely because of race, religion, color, national origin, sex, age, or disability, is subjected to unequal treatment or disparate impacts.

Title VI Complaints
Any person who believes that he or she, individually or as a member of a specific class, has been subjected to discrimination may file a complaint. A complaint may also be filed by a representative on behalf of such person or group.
Title VI complaints must be filed within 180 days of the date of the alleged discriminatory act. Complaints must include the facts and circumstances surrounding the alleged discrimination. Complaints may be submitted to the City’s Title VI Coordinator by completing the External Discrimination Complaint Form. Please note that the complaint form requires detailed information, including signatures.

FHWA Title VI Complaints
If the complaint is related to a FHWA funded project, then the City shall forward the complaint to TxDOT within 10 working days upon receipt of a complaint. TxDOT OCR will forward the complaint to the FHWA. FHWA is responsible for all determinations regarding whether to accept, dismiss, or transfer Title VI complaints. There are four potential outcomes for processing complaints, accept, preliminary review, procedural dismissal & referral/dismissal.
