Construction Process
- Review contractor plan submittals, including Trench Safety Plan and Traffic Control Plan
- Take minutes of pre-construction and construction progress meetings, noting any issues and resolutions of identified issues
- Establish the proper lines of communication between all involved parties at the pre-construction meeting
- Convey the project’s timeline, Monday through Friday and any weekends in reference to the City’s Ordinances
- Distribute meeting minutes to all parties, including pre-construction and progress
- Ensure all parties have signed and approved construction plans
- Ensure all necessary permits and easements have been filed and recorded
- Present a written notice to the City the project is substantially complete and ready for final project walk through
The contractor is solely responsible for any sub-contractor used. All submittals must be submitted before the pre-construction meeting.

- Engineered Trench Safety Plan
- provide copies at or before the pre-construction meeting
- Engineered Traffic Control Plan
- provide copies at or before the pre-construction meeting
- Utility locates
- provide evidence of contact with Texas One Call Center to identify existing underground utility lines at or before the pre-construction meeting
- Environmental Protection Agency (EPA)

- Storm Water Pollution Prevention Plan (SWPPP), required if project area is more than one (1) acre
- Provide two (2) copies of the SWPPP at or before the pre-construction meeting
- Update the SWPPP as needed
- Texas Commission on Environmental Quality (TCEQ),

- Construction Site Notice (CSN), required if project area is more than one (1) acre
- Provide two (2) copies of the CSN, with dated proof of delivery to TCEQ, at or before the pre-construction meeting
- Notice of Intent (NOI), required if project area is more than five (5) acres
- Provide two (2) copies of the Notice of Intent, with dated proof of delivery to TCEQ, at or before the pre-construction meeting
Prior to the start of any construction, the City will hold a pre-construction meeting. Attendance at the pre-construction meeting is required by the following:
- City Project Manager
- City Construction Inspector
- Design Engineer Consultant
- Contractor, including any sub-contractors (at least one representative from each company)
- Williamson County or MUD representative, if applicable
The following documents and/or permits must be displayed at the construction job site, as applicable
- All City issued permits
- SWPPP
- Construction Site Notice
- Notice of Intent
The following erosion and sedimentation controls (ESC) (rock berms, silt fencing, fiber logs, inlet protections, etc.) must be in place, as indicated
- All ESC’s, as shown on the approved construction plans, shall be installed prior to the pre-construction meeting
- Inspections shall be made after any significant rainfall and ESC’s shall be adjusted as necessary
- Construction entrance(s) must be installed as shown on the approved construction plans and maintained
- Any debris tracked onto public roadways must be cleaned at the request of City Construction Inspector
- Designated concrete wash-out areas
The walk through must be scheduled, within four (4) days of receipt of substantial completion letter from the Design Engineer, through the City Construction Inspector and attended by:
- City Project Manager
- City Construction Inspector
- Design Engineer Consultant
- Contractor, including any sub-contractors (at least one representative from each company)
- The utility contractor must have staff available to run valves, flow hydrants, operate water services and pull manhole covers for waste water and storm water, etc.
- Williamson County or MUD representative, if applicable
- TxDOT representative, if applicable
Substantial completion is defined as the date, in the opinion of the City or the Design Engineer, the work is sufficiently complete in accordance with the contract documents.
Before the City will accept the project as complete, all punch list items, from the final walk through, must be remedied.
The City Project Manager will issue an acceptance letter upon close out of the project. The acceptance letter will designate the warranty time period, the City Construction Inspector will continue to monitor the project during the warranty period. If any failures, defects and/or damage becomes apparent, the Design Engineer or the Contractor will be notified of the need for corrective action(s), as stipulated in the Design and Construction Standards, Sections 1804.2 and 1806.4.
