New Resident Guide

When filling out any of our forms please follow the instructions below to upload them directly to our secure site.

  1. Download the required form.
  2. Fill it out and save it to your computer.
  3. Upload it to https://www.roundrocktexas.gov/newutilityservice

If you are unable to upload your form to our secure website you can bring it into the Utility Billing Office or fax it to 512-218-5463.

New Service Connections

The City requires 1-2 business days notice to connect service. To avoid delays, complete the application process at least two business days prior to the requested start date. Service will be activated during normal business hours. Applications received on Saturday, Sunday, or holidays will be initiated on the preceding business day.

Application Process
  1. Complete the New Service Application (includes optional forms: Direct Draft and Comment Card)
  2. Submit the completed application form(s) along with a copy of the photo ID for both the applicant and co-applicant*:
  3. You will receive a confirmation email once the application has been processed.
  4. Connection fee and deposit will be applied to first month’s bill.

*Non-residential customers using a tax ID do not need to submit a photo ID

Transfer Existing Residential Service

To transfer an existing residential account to another address in the City of Round Rock please follow the instructions below. The City requires 1-2 business days notice to transfer service. Service will be activated during normal business hours. Applications received on Saturday, Sunday, or holidays will be initiated on the preceding business day.

Connection Fee and Deposit

A connection fee of $25 is required for each new connection or transfer of existing service. If service is requested after normal business hours or same-day service, there is an additional fee of $75.

Residential customers are required to pay a deposit of $100. Commercial deposits vary based on meter size.

The connection fee and deposit will be reflected on your first month’s bill.

Deposit will be refunded if:
  • Service is cancelled; however, any unpaid charges will first be deducted from the deposit; or
  • Customer has 12 consecutive months of satisfactory payment history.
