Introducing the NEW Tool Depot Checkout System

We’ve heard your feedback and have overhauled the way we check out tools.  Now you can view our live inventory and request tools more easily. We’re also utilizing a new waitlist system so you can make a request for high demand tools during the busy season. If you scroll down you will see step-by-step instructions for placing holds on tools. You can also click the link below to check out our new catalog.

 

The City of Round Rock has been providing residents with the ability to borrow tools since 2014 through the use of its Community Tool Trailer. We are pleased to announce that we are expanding this program with the opening of The Tool Depot.

Imagine a book library, but with tools. Instead of purchasing tools that might be used once or a couple of times a year, residents can borrow them for free. Note: Requests can be made during regular business hours, federal holidays excluded. Requests may not be responded to after-hours. 

Access to the Tool Depot and the individual tool(s) is secured and controlled by Bluetooth-enabled hardware and integrated Master Lock Vault Enterprise software. 

An easy-to-use app eliminates the need for physical keys. Authorized users will gain simple temporary access to the Tool Depot and the desired tool(s). 

Borrowing Tools from the Tool Depot

All tool requests require 1 business day to process. Requests made on Friday will not be processed until the following week. If you are creating an account and requesting tools for the first time, please note that it may take up to 3 business days to get your requested tools.

Step 1:
Create an account by clicking here on the Round Rock Tool Depot catalog. You will need to provide your Round Rock address, phone number, and be 18 years or older. You should also use a cell phone number for your account so you can receive SMS updates from us regarding your checkouts.

Step 2:
Once your Tool Depot account has been created, you will also need to finish setting up an account for the MasterLock Vault Enterprise app. Please click here to fill out this short form and upload a copy of  your Driver’s License to us. After we receive a copy of your Driver’s License and verify your Round Rock address, you will receive an email from MasterLock to create your MasterLock Vault Enterprise account. The organization ID is NeighborhoodServices. This is the app that you will use to access your requested tools.

Please note that it may take up to two business days to have your address and driver’s license verified.

Step 3:
Once your MasterLock Vault Enterprise account is validated, log in to the Round Rock Tool Depot catalog and browse for the tool(s) you’d like to borrow. Click on the tool you’d like and confirm that it’s available. If there isn’t one available, you may add yourself to the waitlist. Otherwise, place a hold on the tool and confirm the dates you’d like it for. Once we receive your hold request, we will assign that tool to you and add the locks for the tool(s) and the front door of the Tool Depot to your MasterLock Vault Enterprise app. You will receive and email and SMS communication from us confirming your checked out tool(s).

**If your MasterLock Vault Enterprise app is logged out, or you forgot your account login, follow the recovery steps on the MasterLock Vault Enterprise app. The organization ID is NeighborhoodServices.**

Step 4:
You will then proceed to the Tool Depot and park in the designated Tool Depot parking space. Next, enter the building using the MasterLock Vault Enterprise app. Simply click any button on the physical lock to wake it up. Then find the “Active Tool Depot Lock” in your app under the “Authorized” tab. A blue icon should appear on the app. Click it to unlock the lock. Once inside, locate your requested tool(s) by checking the number next to the lock name on your authorized locks. Unlock the tool(s) using the app. They will appear under the “Authorized” locks tab. Click any button on the physical lock first to wake it up, then press the blue icon that appears on your app to unlock it. Your assigned lock in the app will have a number that corresponds to the tool on the shelf with the same number. Finally, you will replace the tool lock and ensure that it is secured. If a ramp is necessary, you may utilize the provided ramp to assist you with removing the larger tools from the shed. The lights and a vent fan will automatically turn on and off when you leave.

The shackle on the Bluetooth locks can sometimes get stuck. Please have patience with them. If you experience this issue, attempt to unlock it using the app multiple times. If the lock continues to malfunction after multiple attempts, you can call us at (512) 671-2734 during business hours for assistance (Mon-Fri, 8am to 5pm).

Step 5:
Once your tools are loaded and secured in your vehicle, remove the ramp and place it back inside the shed. Close and secure both double doors, place the lock onto the latch and ensure that the lock is closed and secure.

Terms and Conditions

Please read our terms and conditions for borrowing tools from the Round Rock Tool Depot.

I am over the age of 18 and will be using the equipment from the Lawn Care Foster Program within the City of Round Rock. * I understand that these items may be dangerous if used by persons under the age of 18, therefore, I will restrict use of the power equipment only to those 18 years of age and older. * I understand that the written instructions on the proper operation and maintenance of the power-operated items are available from the volunteer foster upon request. * I will operate all items as instructed by the manufacturer’s safety guidelines and in conformance with all instructions received. * I will return any borrowed items clean and in working order. * I understand that I will be responsible to pay for the replacement of any items not returned in the condition in which they were received (normal wear and tear excluded). * I will not use the items from the Tool Lending program for commercial purposes. * I will NOT refill the equipment with my own fuel. Release and Waiver of Claims. PARTICIPANT does hereby release, waive, and discharge the City of Round Rock, together with its employees, elected and appointed officials, legal representatives, volunteers, agents, representatives, successors, assigns, and all affiliated persons and entities of, from, and against any and all, causes of action, suits, proceedings, debts, dues, contracts, judgments, damages, claims, and demands whatsoever in law or equity arising out of this Agreement or the rental or use of the Equipment, including injury, death, and damages to real or personal property. PARTICIPANT understands that this includes, but is not limited to, any claim or claims arising in whole or in part from the negligence of the City. PARTICIPANT hereby further agrees to defend, indemnify, and hold harmless the City of Round Rock, together with its employees, elected and appointed officials, legal representatives, volunteers, agents, representatives, successors, assigns, and all affiliated persons or entities, from and against any and all causes of action, suits, proceedings, debts, dues, contracts, judgments, damages, claims, and demands whatsoever in law or equity arising out of this Agreement or the rental or use of the Equipment, including injury, death, and damages to real or personal property. * I understand that this document constitutes a rental agreement and that failing to return the listed equipment on the due date, or upon receiving demand for return of listed items, that I may be charged under Texas Penal Code – PENAL § 31.04 (Theft of Service).

Privacy Policy

By using the Tool Depot and providing your phone number as part of the account creation process, you understand and acknowledge that the City of Round Rock may access, preserve, and disclose your personal information if required to do so by law or in a good faith belief that such access, preservation or disclosure is reasonably necessary to comply with legal process or protect the rights and property of the City of Round Rock or the public. Your SMS opt-in information will not be shared, sold, or distributed to third parties for marketing purposes under any circumstances.

Returning Tools

When you have finished using the tool(s), please ensure that they are cleaned and returned in the condition in which they were received. Please do not refill them with fuel.

Return the tool(s) by placing them back in the spot where you found them. They will have a corresponding number on the tool and the shelf slot.

Take one of the RED TAGS located in the basket by the Eye and Ear Protection. Attach the tag to the lock or cable of the tool that you are returning. This will ensure that the tool gets serviced and placed back into our inventory as quickly as possible.

Once we have received the tool(s) and verified they are working properly, we will send you an email confirming that the tools you borrowed have been returned.

After business hours, if you are unable to unlock the Tool Depot, please do not leave the tool(s) unsecured. Keep the tool(s) until the next business day and send a comment through your Round Rock Tool Depot account. You can also email us at neighborhoods@roundrocktexas.gov or call (512) 671-2734. We will arrange a time to meet you and retrieve the tool(s).

Additional Information

Most of the tools may be borrowed for up to 5 days, and the Fence Staining Kit may be borrowed for 7 to 14 days. During the busy season (spring,summer) we may restrict the borrow time to 2 days for lawn maintenance tools to keep up with demand. 

These tools can be heavy and will need plenty of space to be transported safely in your vehicle. It may be necessary to use a truck to transport. We also suggest you bring a friend to help you lift and secure the item(s) in your vehicle.

Please utilize all safety equipment and follow all directions while operating any tool.

Gasoline-powered tools will be fully gassed before you borrow them. PLEASE DO NOT PLACE ANY GASOLINE OR FLUID IN THE TANKS. If more gasoline is required, please contact us and we will provide additional fuel to complete your project.

Tools borrowed from the Tool Depot are the sole property of the City of Round Rock and are for the intended personal use of residents of the City of Round Rock. Tools must be returned on time and in the same condition in which they were received. Any intentional misuse, failure to return, or intentional damage to property belonging to the City of Round Rock may result in suspension of further use of the Tool Depot and/or legal action. 

Community Tool Trailer

The Round Rock City Council has made neighborhood revitalization and protection a top priority. The Community Tool Trailer (CTT) is an effort toward that goal by Neighborhood Services that launched in April 2014.

The CTT allows residents the opportunity to check out tools and other implements to keep their neighborhoods beautiful and healthy.

The CTT was made possible by the Round Rock Home Depot donating $6,250 worth of tools.

The Community Tool Trailer is designed to be deployed for organized projects such as neighborhood cleanups or other beautification projects where volunteers (scouts, church groups, school groups, etc.) are organized and available.

For neighborhood cleanups, tools will be available for residents of that neighborhood to checkout.

The Community Tool Trailer is not available for individuals to check out tools that are not part of an organized event.
