What is annexation?

Annexation is the process of incorporating new land into the city limits.  Areas within the city limits are eligible to receive city services including residential trash collection, police and fire protection.  Municipal water and wastewater services must be provided if the land is located within the City’s service areas for these utilities.

The annexation process

Annexation is requested by the landowner with a Petition for Annexation. The City considers the request with regard to the City’s comprehensive plan Round Rock 2030, the proposed land use, the cost of providing services, potential tax issues, and any other concerns related to that specific site. A municipal services agreement, which specifies the services to be provided and how they are to be provided, must be signed by the property owner before the annexation can proceed.

Public participation in the annexation process

An annexation ordinance includes a public hearing, and notice will be posted at City Hall and on the Public Notices page. If you wish to speak at the hearing, please arrive at least 10 minutes before the meeting to fill out a request form. City Council agendas, minutes and video are posted at Round Rock Replay. Meetings are broadcast live on Time Warner Cable Channel 10 or AT&T Uverse Channel 99 and Round Rock Replay.
