Deadlines
Applications are due by noon on the submittal date (see Planning and Zoning Commission 2023 meeting and submittal schedule). Late, early, and incomplete applications will not be accepted. A staff member will check the application for completeness while the applicant is present; for this reason it is very strongly advised that applications be submitted in person. Tracking your project
The City of Round Rock has recently implemented an automated system for tracking land development, building permits and code enforcement activities. This on-line system is accessible to project applicants or their representatives, and allows them to see the progress of development projects, access review comments, schedule inspections and more.

Presubmittal meeting
The presubmittal meeting is an opportunity for the applicant to review all aspects of the project (annexation, zoning, drainage, utilities, etc.) with review staff, and to ask and questions about items that may be critical to the project’s feasibility. Staff will explain the City’s requirements and identify what additional studies or analyses may be necessary.
To schedule a presubmittal meeting, please complete a presubmittal meeting request form and email to PDSintake@roundrocktexas.gov, or contact the Planning and Development Services desk at (512) 218-5428 if you have questions. Please allow as much lead time as possible to ensure that appropriate staff are available and have time to review any supplementary documents.
Plats in the ETJ
If the proposed subdivision is outside City Limits and annexation is not proposed, please review the Platting in Round Rock’s ETJ Memo for additional County requirements.
Subdivision improvements
If the subdivision includes improvements, they must be completed or secured before the final plat can be recorded. For further information about subdivision improvements or posting fiscal, contact the Planning and Development Services desk at (512) 218-5428.
Plat Recordation
PDS will check the recordation materials for completeness and bring the plat to and from the county clerk. Expect five to ten days for the County to record the plat. Final plats must be recorded before they expire (two years after approval).

Deed research
Plat expiration
- A concept plan expires after three years and may not be extended.
- A preliminary plat expires after three years, but for phased subdivisions may be extended up to three years from the latest approved final plat.
- A final plat expires two years after approval, but in certain cases may be extended if subdivision improvement plans have been accepted.
Public hearings
Staff recommendations will indicate whether the project conforms to existing regulations and policies; it is the responsibility of the applicant to represent/advocate for the project to the Planning and Zoning Commission and the public. It is highly advisable for the applicant to meet with potentially affected property owners, homeowners associations etc. before the public hearing.
